Going Paperless in Pakistan: A Practical Guide to Document Management for Offices
How government offices, schools, hospitals and companies in Pakistan can scan, store, search and approve files with a document management system, and how to plan the move from paper.
Every office in Pakistan has a record room: files tied with string, registers stacked to the ceiling, and one person who knows where everything is. When that person is on leave, a file can take days to find. Paper also gets damaged by water, fire and termites, and there is no record of who saw or changed a document. A document management system (DMS) replaces the record room with a secure, searchable archive.
What a document management system does
- Stores scanned and uploaded files in cabinets and folders, organised like your filing room.
- Makes the text inside scanned documents searchable with OCR, so you can find a file by a name or reference number.
- Keeps every version of a document, with check-in and check-out.
- Controls access by role and folder, and logs every view and change.
- Routes files for review and approval, with comments, instead of carrying them from desk to desk.
- Applies retention rules, so records are kept or archived according to policy.

- Start with one department or one type of record, such as HR files or licence applications.
- Agree the folder structure and the tags (for example file number, year, district) before scanning.
- Scan the active files first; archive older files in batches afterwards.
- Set permissions by role so each person sees only what they need.
- Move one approval process, such as leave or purchase requests, into a digital workflow.
- Train staff, then expand department by department.
Scan forward, then backward Put every new document into the system from day one, and digitise the old archive in planned batches. Trying to scan everything first delays the whole project.
Who uses a DMS in Pakistan
Government departments with licences, applications and correspondence; schools and universities with student records; hospitals with patient and staff files; legal firms; banks and finance companies; and manufacturers with quality and compliance documents. We have built records and MIS systems for government departments, including licensing records for the Department of Explosives and an MIS for HQ Bara Rifles, Frontier Corps.
What it costs
A ready-made DMS setup typically costs PKR 1.5 to 6 lakh, depending on users, departments and integrations. A custom records system built around a specific government workflow is a web portal project, typically PKR 4 to 12 lakh. Scanning the old archive is planned separately.
